OVERVIEW & JOB SUMMARY

Pavement Maintenance Systems, LLC is looking to fill a newly created unique leadership role of operational administrative functions to support our operations, field, sales and management teams.  Being well versed in the asphalt industry with an overall knowledge of materials and procedures is essential for this critical role.  The ideal candidate will embody a diverse skill set including operations, project & contract management, business financials & accounting aptitude, certified payroll & reports, job costing, familiar with OSHA safety regulations and DOT contract requirements. 

Essential Duties / Responsibilities Include (but are not limited to):

Plans, directs and coordinates activities of administrative procedures, assists with daily operational tasks and oversight of day to day activities.  Collaboratively communicates between cross functions of company, team & management. 

  • Provide overview support to ensure payroll accuracy & assist in processing
  • A/P & A/P (including DOT pay schedules, progress billing, pay applications and any collections)
  • Assist with sales efforts by identifying opportunities, lead generation and continual market analysis for retention & expansion
  • Compile, analyze, summarize and distribute bid tab information to sales & management teams
  • Job costing: accurately track job time & material in a timely manner
  • Secure, expand, develop & maintain strong working relationships with subcontractors, vendors and suppliers
  • Act as a liaison between field operations and administrative support through excellent communication, planning, processes, systems and coordination
  • Secure travel arrangements for crews & management teams
  • Contract administration/management: complete & maintain all project documentation, assist in pre-bid documentation, scope identification, submittals, change orders, time & material tracking, billing functions & pay applications, and close out documents
  • Identify, research, develop, secure authorization, and initiate new business processes to resolve problems and improve business office operations.
  • Lead in personal performance management by supervising, managing, providing direction and training, communicating company policies, procedures and objectives. Including effective recruiting, hiring and administering progressive discipline, when required.
  • Provide leadership and direction to ensure efficiency, quality, service, and cost-effective management of resources. Develop and foster positive work environment with consistent implementation of accountability
  • Assist in the development of operational budgets, including forecasting and approving expenditures
  • Remain active in local community & industry activities and promote company branding to establish networks, resources and opportunities.

Requirements

  • At least 10 years in asphalt industry (or related construction)
  • Viewpoint Vista, Heavy Bid or equivalent construction accounting & management software
  • Prior certified payroll and reporting experience
  • Experience successfully leading construction operations including field, administrative functions and management
